Step 1: Understand What Is Supported
The Low Income Program of the Universal Service Fund, which is administered by the Universal Service Administrative Company (USAC), reimburses eligible telecommunications carriers for providing Lifeline, Link Up, and Toll Limitation Service to eligible low-income consumers. All eligible telecommunications carriers receiving High Cost and Low Income support must provide all of the services described in the Federal Communications Commission's rules.
Note: Telecommunications carriers cannot charge a Lifeline customer federal USF fees on the local service portion of their telephone bill.
